Implementing Article 2.1(c) of the Paris Agreement

Focus on exploring how countries in the Asia-Pacific region are aligning finance flows with low-emission and climate-resilient pathways.
The German Federal Ministry for Economic Affairs and Climate Action (BMWK) and the German Federal Foreign Office (AA) have commissioned the GIZ global project “Transformative Climate Finance (TCF) – Shifting Financial Flows and Private Energy Sector Mobilisation”.
Project Aims
Within the scope of this mandate, the project seeks to support the evolving policy conversation and implementation efforts related to Article 2.1(c) of the Paris Agreement, which states the goal of “making finance flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development”.
In contrast to other Articles of the Paris Agreement, the operationalisation of Article 2.1(c) still remains in its beginning stages, with no common understanding about its scope amongst the parties to the Agreement. At COP27, parties agreed to launch the Sharm el-Sheikh dialogue “to exchange views on and enhance understanding of the scope of Article 2, paragraph 1(c), of the Paris Agreement and its complementarity with Article 9 of the Paris Agreement”.
The aim of the project is to support the transformation of financial systems in ODA countries according to Article 2.1(c) of the Paris Agreement and to increase the mobilization of private finance for climate action towards the USD 100 billion goal of climate finance according to Article 9 of the Paris Agreement and beyond.
The Standing Committee on Finance (SCF) has been tasked to organise two workshops to this end: 1st workshop to be held in Bangkok from 19-20 July 2023; 2nd workshop to be held in Geneva around early October 2023 (date tbc). Amongst other things, these workshops will be used to showcase ongoing implementation efforts related to Article 2.1(c) across different regions.
This bottom-up perspective will nourish multilateral discussions and showcase necessary elements which ought to be considered under Article 2.1(c). Given the differences in regional circumstances and policy frameworks, identifying such lessons learnt, obstacles and examples in the regions respectively is crucial to drive a comprehensive discussion.
Against this backdrop, a policy paper with perspectives from countries in the Asia-Pacific region on Article 2.1(c) is commissioned, including implementation examples, lessons learnt, and policy recommendations for the multilateral process.
